Japan reportedly to tap ¥500 billion in reserve funds to aid businesses impacted by virus curbs

The state of emergency measures being applied now are rather strict and limits many businesses from operating, so the move by the government is to be expected.
That should ease the blow in the coming weeks but the virus situation needs to reflect much improvement in order for the curbs to be relaxed.
